Global Policy Proposal for the Allocation of IPv4 by IANA Post Exhaustion – Background Report, 4 April

Global Internet Number Resource Policies are defined by the ASO MOU – between ICANN and the NRO – as “Internet number resource policies that have the agreement of all RIRs according to their policy development processes and ICANN, and require specific actions or outcomes on the part of IANA or any other external ICANN-related body in order to be implemented”. Attachment A of this MOU describes the Development Process of Global Internet Number Resource Policies, including the adoption by every RIR of a global policy to be forwarded to the ICANN Board by the ASO, as well as its ratification by the ICANN Board.

The somewhat controversial proposed .XXX Top Level Domain is up for discussion by the ICANN board today (Friday) and a vote for whether it is approved. The adult industry is vehemently against the proposal and staged a small protest of a couple of dozen members outside the meeting venue Thursday.

Dot-P2P New gTLD Proposed But Unlikely to Get Up

In response to the US government issuing seizure orders last week against 82 domain names of commercial websites engaged in what the government described as the illegal sale and distribution of counterfeit goods and copyrighted works, a new gTLD proposal has been launched. The new proposal, Dot-P2P has been “formed to develop and promulgate an alternative domain name system that the proposers hope will ensure it is immune to action by the US or other governments.” While the domain name seizures may have ulterior motives, likely to be linked to a bill introduced by US Senators Leahy (D-VT) and Hatch (R-UT) in September called the Combating Online Infringement and Counterfeits Act (COICA), it is hard to see how the proposal will be approved.

ICANN is today opening a public comment period on a proposed amendment from Telnic Ltd. to Appendices 6 and S of the .TEL Registry Agreement . On 8 October 2010, ICANN posted for public information a request (proposal #2010012) submitted by Telnic through the Registry Services Evaluation Process (RSEP) to allow the allocation of numeric-only domains in .TEL, with the exception of single-digit names

One- and Two-Character .TRAVEL Domains To Be Released

One- and Two-Character .TRAVEL domain names will be released in the near future following ICANN’s approval of the proposal to release all of the domain names. The .TRAVEL registry is currently deciding a process for releasing the domain names that conform to the proposal submitted to ICANN with a likely release in September 2010. Registrars and registrants will have ample opportunity to review the terms of the program before the first names are available for registration.
