According to the terms of the 7 1/2 year, $863 million contract, which was signed in 2006, IBM was to consolidate Texas state agencies’ 27 IT operations into two new IBM-operated data centers. The company was expected to migrate the agencies’ servers to IBM by December 2009, however, the DIR claimed that IBM had only completed less than 12 percent of the task at the time of the deadline
