Thank you for the reference! But I think that domain names will ever be 100% internationalized… there is no real restriction if the domain extension is not standardized by its country.
A good example are .tv domain names: at first, .tv domains were created for “Tuvalu”, a Polynesian Island located in the pacific ocean. (http://wikipedia.org/wiki/Tuvalu) Right now the domain name is mostly used for television channel websites or video websites.
On the other hand, .ca domains for “Canada”, are controlled by the cira.ca (Canadian Internet Registration Authority) to ensure proper use of the .ca domain extension.
