There are a few ways to do this.
Become a registrar. Since you are asking the question it is unlikely that you would qualify as a registrar. see http://www.icann.org/en/registrars/accreditation-process.htm
Become a reseller. There are numerous domain name reseller programs and the cost varies considerably. You might want to check out OpenSRS, Enom, ResellerClub.
Become an affiliate. There are quite a few registrars that have affiliate programs. Generally no cost to be an affiliate but no real profit either.
